Areas of Service

Hydrogeologic Investigations

With over 24 years of experience in conducting hydrogeologic investigations at hundreds of sites, project management expertise has been attained at leaking underground storage tank sites, industrial-manufacturing facilities, and at landfills under a variety of State and Federal laws.  As a Qualified Underground Storage Tank Consultant (QUSTC No. Z0366), Phillips Environmental Consulting Services Inc. is authorized to work on leaking underground storage tank projects in Michigan.  State of the art and regulatory agency approved techniques are used to obtain reliable data for the evaluation of soil and groundwater quality, aquifer characteristics, contaminant migration, and the identification of potential risks and liabilities.  These data can then be used to undertake action necessary to help minimize client liability.

 

Risk-Based Corrective Action Evaluations

Training has been completed through the American Society for Testing Material (ASTM) and Michigan-specific standards for the completion of risk-based corrective action evaluations.  These evaluations are completed to identify the potential exposures that could result from a release.  The information provided by such an assessment allows for a cost-effective and site-specific corrective action plan that targets the elimination of the potential exposure hazard(s).  Numerous such assessments have been completed that have resulted in regulatory site closures.

 

Treatment System Operation and Maintenance

Phillips Environmental Consulting Services, Inc. personnel are certified by the State of Michigan to operate treatment systems that use carbon adsorption, air stripping technologies, and wetlands, among others.  In addition, experience is extensive in the operation and maintenance of soil vapor extraction systems, air sparge systems, dual-phase (liquid, vapor, and/or free product) extraction systems, and various types of free product recovery systems. Such experience has included the preparation of numerous permits and permit-exemption request for discharges of groundwater (treated or untreated) to surface water or for reinjection, and for air discharges to the atmosphere (controlled or uncontrolled).  Successful operation of these treatment systems has resulted in the closure of numerous sites.

 

Site Closure Documentation

Experience in the aforementioned areas has resulted in the regulatory closure of many sites. Some closures have been the result of minor releases.  Others have followed significant environmental remediation, including free product recovery.  Still others have relied on innovative risk-based evaluations, calculation of site-specific cleanup criteria, and reliance upon institutional controls and alternate mechanisms approved by the State to eliminate potential hazards. Experience in various types of closure options gives the client assurance that the most feasible remedial option for the site will be selected and effectively carried out.

 

Third Party Quality Control/Quality Assurance (QA/QC) Project Audits

Phillips Environmental Consulting Services, Inc. has extensive experience in conducting third party QA/QC audits of environmental projects for industrial and municipal clients, legal professionals, other consultants, and the insurance industry.  Common audit objectives include: the identification of project efficiencies to save in overall project costs and/or to reduce project timelines; the identification of potential liabilities so that they may be addressed before a problem occurs or a funding mechanism is no longer available; or to lend support in anticipation of litigation.  Such audits can save significantly on project costs by identifying inefficiencies or by reducing potential liabilities.

 

Environmental Site Assessments/Baseline Environmental Assessments

Environmental real estate support services began at the industry level in the mid-1980’s with the inception of the federal “innocent landowner defense” to joint and several liability with respect to contaminated properties.  Active in the environmental business at that time, a need arose to meet a client’s needs for such services in the evaluation of site assessment requirements and the assimilation of related information was attained.

Phillips Environmental Consulting Services, Inc. has the qualifications and experience to satisfy the requirements for conducting Phase I and II Environmental Site Assessments in accordance with the newest ASTM Standard Practice E 1527-05.  Also included are Baseline Environmental Assessments (BEAs) and related Section 7a Compliance Analyses, as required by Part 201 of Michigan’s Natural Resources and Environmental Protection Act (NREPA) as a defense against liability.


Brownfield Redevelopment Services

Brownfield consulting services address the resolution of impediments which affect the successful redevelopment of brownfield properties.  Technical support services are provided to assist a developer or local unit of government with negotiations related to the purchase agreement, development agreement and other related matters; feasibility and risk assessments, which addresses potential incremental site preparation costs, funding solutions and projections based on potential environmental risks; procurement of MDNRE funding and/or Brownfield Redevelopment Grants; procure Brownfield Redevelopment Authority funding; procure Michigan Business Tax Credit Preauthorization; and related project management and clerical support for such projects.  Phillips Environmental Consulting Services has expertise in all of these areas and has provided the technical support services necessary to complete many successful redevelopment projects for various developers and municipalities within the State of Michigan.

 

Environmental Regulatory Compliance

Phillips Environmental Consulting Services, Inc. has assisted many clients in understanding and complying with a wide variety of environmental compliance issues under State and Federal programs.  Regulatory compliance consultations include solid and hazardous waste generation, transportation, treatment, storage and disposal; underground and aboveground storage tanks; wastewater and stormwater discharges; landfill monitoring, closure, and corrective action programs; record keeping; and environmental permitting.
